Maura Harty became the Assistant Secretary of Consular Affairs on Nov. 21, 2002. Immediately prior to assuming the position in Consular Affairs, she served as the Executive Secretary of the Department of State.

Ambassador Harty entered the Foreign Service in 1981, after receiving a bachelor’s degree from the Georgetown University School of Foreign Service. Following an initial assignment to the American Embassy in Mexico City, Ambassador Harty returned to Washington and immediately participated in the United States’ rescue mission to Grenada. She later served as a Watch Officer in the State Department’s Operations Center and was promoted to Senior Watch Officer during that assignment. In 1987-1988, Ms. Harty was a Special Assistant to then Secretary of State George P. Shultz.

Maura Harty returned overseas in 1988 as Chief of the non-immigrant visa section in Bogota, Colombia. Ambassador Harty subsequently served as Consul at the American Embassy in Madrid. During that time she also assisted in the opening of the American Embassy in Vilnius, Lithuania.

In 1994, Ms. Harty served as the Managing Director of the Directorate of Overseas Citizens Services, where she created the office of Children’s Issues.

Ms. Harty was selected as a Deputy Executive Secretary of the Department in 1995 and subsequently served as Executive Assistant to Secretary of State Warren Christopher. Following that assignment, she became the U.S. Ambassador to the Republic of Paraguay.

Ruoyi Liu is a dear friend of Sandy's and is the Chief Editor of the Voice of Jinling Radio, Nanjing China.

Sandy met Ruoyi several years ago while speaking in China at the Tourism Marketing Summit in Nanjing. Sandy and Ruoyi have worked extensively together with following Dr. Sun Yat-sen's experience in the United States and now we plan a trip to Tibet together in September to continue to build the friendship between the great countries of China and the US.  Ruoyi paints a beautiful story for her listeners on her travels and she is passionate about getting the good word out about Dr. Sun Yat-sen.

Sandy and Ruoyi worked on a project last year that awarded them 1st prize for the 2006 Final Radio Report Contest at JiangSu Broadcasting.

Sandy and Patrick have been the heartbeat of the TravelTalkMEDIA offering. Sandy founded the company in May of 2001 and broadcast her first TravelTalkRADIO program on August 16, 2001. Between 2001 and 2004 when Patrick joined Sandy, she had already added to her distribution channels, conventional radio and TV stations, and online broadcasting. In 2005, the first weekly TravelTalkMEDIA newsletter was published. Through the efforts of Patrick, the newsletter circulation is over 20,000. Now in 2007, TravelTalkMEDIA is offering travel news feeds from around the world into the TravelTalkRADIO Web site. This coming year, Sandy hopes to add a weekly TV program offering both radio and TV coverage at the same time.
